Q:
I downloaded it and attempted to burn the ISO file to DVD, but the program would only do so to CD. Should I uncompress the TVblink_v14.iso file and burn the VIDEO_TS folder instead?

A:
The size of the DVD data is below 400MBs so many burning programs assume that you are trying to burn a CD. You have to force the program into burning a DVD. If this doesn't work, try using another burning program.
